Attorney Feinour to Address Local Land Development Issues

(Harrisburg, PA) -- Nauman Smith Partner J. Stephen Feinour will review important land development legal issues at an upcoming seminar, "Zoning, Subdivision, and Land Development Law in Pennsylvania," scheduled for October 23, 2008 in Lancaster, Pa.

Mr. Feinour will address "Exactions, Dedications and Impact Fees" and will cover the subjects of municipal required dedications of rights of way and easements as a condition of plan approval, dedications for Street, Sewer and Storm water improvements, open space and recreational easements, and impact fees and "in-lieu" payments.

Other topics covered by co-presenters include "Land Use and Section 1983 (Civil Rights actions), Relationship between the Municipalities Code and Community Development, Substantive Challenges and Curative Amendments to the Zoning Ordinance, and Update on Recent Court Cases.

Mr. Feinour will also comment on the new Right to Know Law, which takes full effect in January 2009, as it affects third party vendors such as engineers, architects, and other consultants. The seminar will be conducted at Heritage Hotel (formerly the Park Plaza Hotel) 500 Centerville Road, Lancaster, Pa from 8:30 am to 5:00 pm.
